Chances were few and far between in the first half with the Blues struggling to test Angus Gunn in the Canaries net.
Batshuayi opened the scoring for Chelsea on 55 minutes when Kenedy drilled in a cross for the Belgium international to sidefoot into the net from close range.
However, Norwich equalized with the last attack of normal time when Timm Klose whipped in a brilliant cross for Jamal Lewis to cushion a header into the net.
Chelsea ended up with nine men by the end of extra-time after Pedro was sent off for a second yellow before Alvaro Morata picked up two yellows in quick succession for simulation and something he said to the referee.
