Brighton have had an £8.4million bid turned down for Gent winger Moses Simon.
The Nigeria international has been tracked by Tottenham, Liverpool and West Bromwich Albion in recent months but Brighton have made their move only for Gent to value him at £13million.
Simon, who turned 22 on Wednesday, impressed Tottenham when he played against them in the Europa League in February and also drew attention from other Premier League sides.
The Nigerian international is quick, skilful and can also play as a second striker.
He has 11 caps and scored five goals in 38 appearances from the wing at Gent last season.
The Seagulls have made three signings so far this summer, snapping up Mathew Ryan, Josh Kerr and Pascal Gross ahead of their debut Premier League campaign.
Chris Hughton’s side confirmed promotion by finishing second in the Championship last season.
